Bengaluru Metro Phase 3A: Revised DPR Cuts Cost, Delays Hebbal-Sarjapur Line to 2033

Bengaluru's most-awaited cross-city metro corridor has cleared a major hurdle, but not without a cost. The 37.8-km Phase 3A linking Hebbal and Sarjapur Road is now expected to open in 2033 after cost optimisation, alignment changes and station revisions reduced the project cost to Rs 25,999 crore. For homebuyers who have been tracking this corridor since it was first announced, the update brings welcome cost clarity but pushes the completion timeline further out than anyone anticipated.

The numbers tell their own story. The redesign has reduced the estimated cost from Rs 28,405 crore to Rs 25,999 crore, though even after the reduction, Phase 3A remains the most expensive Metro line planned in Bengaluru, with an estimated cost of Rs 706.49 crore per kilometre. This underscores just how complex the underground stretch through the Central Business District has proven to be, even after multiple rounds of value engineering.

The project's journey to this point has been anything but smooth. The original DPR was submitted in June 2024 and approved by the Karnataka Cabinet in December the same year. However, the Union government asked Bangalore Metro Rail Corporation Limited (BMRCL) to review the project and reduce its overall cost before granting final approval. That directive set off a nearly year-long process of technical review and redesign.

To address the Centre's concerns, BMRCL brought in outside expertise. Following a review by international consultancy Systra, BMRCL prepared a revised DPR in February 2026 and submitted it to the Centre in April. Approval is expected around October this year. The Systra review focused heavily on the underground sections, which typically cost several times more per kilometre than elevated viaducts.

The redesign brought several structural changes to the project. Key changes include a reduction in cost from ₹28,405 crore to ₹25,999 crore, a slight increase in length, trimming of the underground stretch, removal of the Veterinary College station and a revised completion deadline of April 2033—two years later than initially planned. Even with one station dropped, the corridor retains its role as a critical north-south spine through the city's core.

Once approvals are in place, ground work is expected to move quickly. The updated DPR was resubmitted in April, with approval expected by October. Construction is now targeted to begin by May 2027. That leaves roughly six years for tunnelling, elevated construction and systems work before the 2033 target.

Beyond the cost and timeline, the Red Line's real value lies in what it connects. The Red Line will connect Hebbal in the north to Sarjapur in the southeast, integrating major interchanges - the Blue Line at Hebbal, Purple Line at KR Circle, Pink Line at Dairy Circle, and another Blue Line link at Agar. This multi-line interchange design means the corridor will function less like a single line and more like a connective spine tying together Bengaluru's entire metro network.

For homebuyers, the corridor's significance goes well beyond commute times. Once completed, the Red Line is expected to be one of Bengaluru's busiest corridors, connecting Sarjapur's IT hub with HSR Layout, Koramangala, the central business district and Hebbal. Localities along this stretch, from Sarjapur and Carmelaram in the southeast to Hebbal in the north, are likely to see sustained interest from both end-users and investors as construction milestones are met over the coming years, even though the 2033 horizon means this remains a long-term connectivity play rather than an immediate catalyst.

Reference & FAQ

What is Bengaluru Metro Phase 3A?
Phase 3A, also called the Red Line, is a corridor connecting Hebbal in the north to Sarjapur in the southeast through Bengaluru's central business district, Koramangala and Dairy Circle.
Why has the opening date moved to 2033?
The Union government asked BMRCL to rationalise the project's high cost before granting approval. A revised DPR prepared after a consultancy review pushed the completion date by two years to April 2033.
How much has the project cost changed?
The estimated cost was reduced from Rs 28,405 crore to Rs 25,999 crore following design and alignment changes. Despite the cut, it remains Bengaluru's most expensive metro line on a per-kilometre basis.
Has the station list changed in the revised DPR?
Yes. The Veterinary College station was dropped as part of the cost-optimisation exercise, while the corridor length increased marginally due to alignment tweaks.
When will construction actually begin?
Construction is targeted to start around May 2027, once the Union Cabinet grants final approval, which is expected around October 2026.
Which existing metro lines will the Red Line connect to?
The corridor integrates with the Blue Line at Hebbal, the Purple Line at KR Circle, the Pink Line at Dairy Circle, and another Blue Line link at Agara, making it a key interchange spine for the network.
Is the project fully approved yet?
Not yet. The revised DPR has been submitted to the Centre and is awaiting final Union Cabinet approval, expected around October 2026, before construction can begin in earnest.
How does this metro delay affect property buyers along the corridor?
Since completion is now nearly seven years away, this is a long-horizon connectivity investment rather than an immediate driver of price appreciation. Buyers should evaluate current infrastructure and social amenities rather than banking solely on the metro timeline.
Which areas benefit most from the Hebbal-Sarjapur corridor?
The line links Sarjapur's IT hub with HSR Layout, Koramangala, the CBD and Hebbal, making localities along this stretch attractive for buyers seeking future cross-city connectivity.
Who reviewed the project's cost estimates?
BMRCL appointed international consultancy Systra to re-examine the DPR's underground construction costs after the Ministry of Housing and Urban Affairs flagged the high per-kilometre estimate.
